Right after WWII nylon stockings became available again and women couldn't get enough of them. Of course, seamless stockings hadn't arrived on the scene yet, so every woman wore full fashioned stockings. That meant they had to wear something to keep them up, so girdles and garter belts prevailed. If they wore panties, the smart ones wore them over their girdle or garter belt to make it easier to go when they had to piss.
